Question: Why Can't I Place a Bib-Level Hold on this Record in the Staff Client?
Answer: Once a library account has an existing item-level hold on a record, any future holds on that record must also be item-level. Practically speaking, this is a scenario that many library staff will not encounter since most libraries place record-level holds for patrons to allow the first item available to fill a hold, but technical services staff performing large-scale collection maintenance and placing holds on multiple items on a record from one account may see the option to place a record-level hold unavailable, and a note that item-level hold is required.
Prior to 23.11, if that item-level hold was placed by accident, the only way to set it back to a record-level hold would be to cancel the item-level hold and re-place it as an item-level hold, but a new feature in 23.11 will allow library staff to toggle an item-level hold back to a record-level hold from the record's hold listing, courtesy of Bug 31692: Let librarians change item level holds to record level holds when possible.
