Koha 23.05 : Add permission and setting for public lists to allow staff to edit contents in the OPAC

Bug 30418 adds a new ‘Permitted staff only’ option to public lists, which allows staff users with appropriate permissions to edit public lists in the OPAC.

To see this in action, create a list that is public and allows changes by permitted staff only:

Next make sure a staff member has either superlibrarian permissions or the permission combination of Staff access (catalogue) + Edit public lists contents (edit_public_list_contents).

A staff member can now login to the OPAC and add/remove content from a public list in which only permitted staff can make changes to the content. This permission combination does not allow for the staff member to rename the list, change OPAC visibility, or reassign list ownership.

When viewing a list in the OPAC, content can be removed from the list.
