Add a system preference for restricting based on family member restrictions.
There would be an option to override, tied to the override permission.
Allow for configuration by library
Allow for configuration by patron category
In restriction types, allow the ability to set if it the restriction blocks guarantee accounts, guarentaur accounts, or if it goes both ways.
Instead of adding a new restriction to the linked accounts, the code will check for and warn of existing restrictions on linked accounts.
