Expand options for when to prompt for checking out holds

Development

For each of the following areas:

• Staff interface
• SIP circulation
• Koha self-check interface

Update the system preferences to allow for the following options:

• Allow/disallow checkout of pending holds with/without confirmation.
• Allow/disallow checkout of waiting holds with/without confirmation.

Expected Outcomes

This would allow for more granularity for when holds could be checked out with or without prompting.
